Finally, there is one last unknown device in the device manager.
This time the location of this unknown device is "Port_#0009.Hub_#0001".
If you go to the "Details" tab and select the "Hardware Ids" property, you will see the hardware ID "USB\VID_8087&PI_0A2B&REV_0001" displayed.
Again, if you look on the Intel website (via the link cited above for the Nuvoton SIO CIR driver), you will notice that this hardware identifier corresponds to Bluetooth.
However, after our tests, we noticed that you had to use the old version (22.110.0.2) rather than the latest version of the Bluetooth driver available on the Intel website (as explained previously).
To install Bluetooth on this Intel NUC under Windows Server 2016, unzip the "BT-Win10_Win11-22.110.0.2.zip" file and launch the "WirelessSetup.exe" file found there.
The “Intel® PROSet/Wireless Software” installer appears.
Click Next.
A 2nd installation program “Setup Intel(R) Wireless Bluetooth(R)” appears.
Click Next.
Click "Complete Installation".
The installation of Intel(R) Wireless Bluetooth(R) completes normally.
Click Finish.
If you look in the device manager, you will see a Bluetooth section appear with 3 devices:
However, you will notice that there is also an unknown device again.
If you double-click on this unknown device, you will see that its location is "on Intel(R) Wireless Bluetooth(R)".
If you look at its hardware ID, you will see that it is "BTH\MS_BTHPAN".
Note: “BTH” means “Bluetooth” and “PAN” means “Personal Area Network”.
To install the driver for this device, go to the "General" tab and click: Update driver.
Click: Browse my computer for drivers.
Important : this time, click “Let me pick from a list of available drivers on my computer”.
In the list of common hardware types that appears, select "Bluetooth" and click Next.
Then, select:
Then, click Next.
A driver update warning will appear.
Ignore it by clicking Yes.

Installation of this device driver is not recommended because Windows could not verify its compatibility with your hardware.
As expected, the driver was installed for the "Personal Area Network Service" device.
Now, all devices are recognized by Windows Server 2016.
